NEW YORK. Mayor Zohran Mamdani took a significant step forward in expanding access to early childhood education. On a visit with preschool children today,, the mayor announced new plans to initiate 2-K programs and extend 3-K accessibility across all five boroughs. As part of this effort, the city has issued a new request for information (RFI) directed at current and prospective 2-K and 3-K providers.
This development builds on last month’s announcement alongside Governor Kathy Hochul regarding the launch of 2-K education. For the first time, providers are being formally invited to participate in the 2-K initiative, alongside new opportunities to expand 3-K programs—the first such expansion in five years.
The initiative includes increasing the number of seats available in 3-K programs and launching 2-K services in select areas by this fall, with a goal of making both programs accessible to every interested family across the city within four years. The Mamdani administration is working to address the financial burden of childcare for families in New York City.
Soaring childcare costs have forced many residents to make difficult decisions, with some leaving their jobs or even the city altogether, said Mayor Mamdani. Decades of inadequate policies led to these challenges. Our team is working swiftly to create equitable childcare options for all families. In just over a month, we will formally begin gathering information from new providers while surveying existing ones. This ensures every family has access to affordable childcare and guarantees fair support for educators and providers.
Schools Chancellor Kamar Samuels emphasized that this plan represents a transformative moment for early childhood education in New York City. He stated, Our approach puts families first by listening to community partners and addressing pressing needs. A steady, thoughtful expansion ensures every child is given opportunities to thrive, while teachers and caregivers receive the necessary resources and support.
On February 5, 2026, the city will launch its RFI process aimed at recruiting new participants for 2-K and 3-K programs and gathering feedback from current providers who wish to expand their offerings or introduce 2-K programs this fall. The initiative will be led by New York City Public Schools in collaboration with the Mayor's Office of Child Care. Submissions will be accepted until February 19, 2026.
